Purpose Statement
The job of Grants Specialist is done for the purpose/s of providing services, coordination, and maintenance of assigned federal programs and grants; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, implementing and maintaining services in compliance with established guidelines.
This job reports to Director of Federal Programs and Grants
Essential Functions
- Assists in writing, editing, and completing grant proposals, ADE Grants Management Submissions, reports, monitoring, and district applications for the purpose of ensuring program needs are met and ensuing all documentation is accurate and fufills programs, state and district requirements.
- Collaborates with Director and Parent Coordinator on involving parent programs and committees in the educational processs and district activities (e.g. bylaws, IPPS, annual surveys, events, etc.) for the purpose of to ensure that alll programs support District goals and maintain compliance with any disrict, state, federal, or other program requirements.
- Collaborates with internal and external personnel (e.g. other department staff, administrators, auditors, public agencies, community members, etc.) for the purpose of implementing and/or maintaining services and programs.
- Coordinates and consults with Director, Business Services Department, Auditors, and other internal/external departments and agencies on the development, maintenance and completion of grant applications and financial information/requirements (e.g. budgets, expenditures, activities, proposals, time and effort, certification training, audit requiremets, etc.) for the purpose of maintaining compliance with district, state, federal and audit requirements; and ensuing that resources are used appropriately; and recommending program, polciies, and form changes.
- Develops and manages complex spreadsheets and databases; creation of comprehensive reports including not limited to financial statements, reimbursements, and completion reports for the purpose of planning, forecasting, evaluating, tracking and analyzing grant requirements, department/student/parent needs, changes and outcomes of grant-funded activities and programs.
- Facilitates meetings, trainings, workshops, and seminars (e.g. parent committees, financial procedures, regulatory requirements, actions involving outside agencies, inter-district needs, etc.) for the purpose of identifying issues, developing recommendations, remaining current on procedures relating to each program, supporting other staff, serving as a District representative, and ensuring that all programs, procedures, and practices are in compliance with district, Federal, State, and LEA regulations.
- Manages assigned programs, projects and/or departmental responsibilities for the purpose of ensuring district compliance with established guidelines.
- Monitors budget allocations, expenditures, fund balances and related financial activities (e.g. reports, purchase orders, invoices, receipts, reimbursements, extra duty timesheets/payouts, grant funded position salaries, staff grant funded stipends, time and effort, etc.) for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal or other monitoring practices are followed.
- Oversees the implementation, maintenance, and services of new and continuing programs and/or processes including assigned grant programs (e.g. JOM, Qualifty First Incentives, Title VI, etc.) for the purpose of providing services within established timeframes, achieving outcomes in relation to organizational objectives, and ensuring compliance with district, state, federal and other program requirements.
- Participates in a wide variety of meetings (e.g. training, professional associations, develops networks, workshops, inter and intra district committees, community and public agencies, seminars, conferences, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative to carry out program responsibilities.
- Prepares and maintains a wide variety of often complex materials (e.g. plans, budgets, funding requests, reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions.
- Researches topics required to manage assignments (e.g. relevant policies, new federal and state statutes, staffing requirements, financial resources, etc.) for the purpose of implementing and maintaining programs/services, ensuring compliance with regulatory requirements, securing general information and/or responding to requests.

Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using a variety of software applications including but not limited to Microsoft office suite programs, Google suite; general accounting an mathematic functions.; planning and managing projects; preparing and maintaining accurate records; analyzing budgets; analyzing data; classifying data and/or information; and conducting meetings; Experience with increasing levels of expertise with an Arizona public school in Federal Programs, including: Title I, Johnson O'Malley, Title II, Title III, Indian Education Title VII Bilingual Education; Experience in writing and managing grants with financial accounting responsibilities for the above listed programs preferred.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations; standard business practices; program planning and development; concepts of grammar and punctuation; accounting/bookkeeping principles; and knowledge of community resources; knowledge of federal grants and/or school finance; AZ Department of Education Grants Management Enterprise software is preferred, Bachelor's degree in related field is preferred.

Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods; managing a department; supervising the use of funds. utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.
Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 70% sitting, 10% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
Experience: Job related experience within a specialized field is required.
Education: Bachelors degree in job-related area.
Equivalency: Job related experience in finance/grants management field may substitute for education.
